Vaping Products Duty · Live Since 1 October 2026
"VPD approved" can mean one licence or several. Xyfil holds all five that sit between your recipe and a UK shelf, so no part of the chain has to be handed to another business.
We make vaping liquid under the VPD scheme, on our approved premises.
We bring finished or part-finished vaping products in from overseas.
We hold stock in duty suspension, so duty falls due as we release it to your orders.
We apply and activate duty stamps here, and keep unused stamps in our own custody.
We act for overseas brands and factories that have no UK presence of their own.
Ask any manufacturer which of the five they hold. HMRC charges £11 for every lost duty stamp and £250 for each misuse, and that liability sits with whoever holds the stamps.
Talk to Us About VPDWays to Work With Us
Pick the line that sounds like you. Each route shows what we do, what you bring and what to expect.
Choose from our flavour library or develop something new with our flavourists, pick bottles and strengths, and let our studio design the range. We handle the compliance work, production and duty stamps.
Most new brands start with a discovery call and a box of samples.
Contract (OEM) manufacturing, co-packing and toll filling for brands that already know what they sell. Send recipes or your own concentrates: we add PG, VG and nicotine, then fill, label and stamp.
Switching manufacturer? Tell us your current formats and volumes and we'll map the move.
For brands that make or buy stock abroad. Pick the route that matches how your product arrives, and we'll handle duty, stamps and release in Preston.
Importing part-finished keeps stock in duty suspension for longer, and keeps an onward duty-suspended movement open.
Goods-in, duty-suspended storage, pick, pack and dispatch from our Preston site, to your distributors and retailers in the UK and abroad.
Use the calculator below to see what holding stock in bond does to your cash flow.
Vaping Products Duty
Since 1 October 2026 every vaping liquid made in or brought into the UK carries duty, and every retail pack needs a duty stamp. Duty falls due when stock leaves duty suspension, so holding it in our bonded warehouse and releasing it to your orders moves the bill closer to the day it sells.
The duty is the same either way. This shows how much of it you'd pay before your stock sells.
Illustration using the published rate of £2.20 per 10ml from 1 October 2026 (shortfills taxed on the liquid they contain). VAT is charged on top when sold. Duty suspension changes when duty is paid, not how much. Not tax advice: confirm your position with HMRC guidance or a qualified adviser.

Our Preston Site
Blending, filling, stamping and bonded storage on one site in Preston, so your stock never travels between suppliers before it's ready to sell.
Pick an area to see what happens there. Stock moves left to right: in, made, stamped, stored, out.
NDAs as standard. Recipes are held under pseudonyms with encrypted records, so the production floor works from a code, not your brand name.

Yes. Xyfil is approved by HMRC as a producer, importer, warehousekeeper and duty stamp affixer, and acts as a UK duty representative for overseas businesses. Each approval covers a different point in your product's journey, so it's worth asking any manufacturer which ones they hold.
Not if we make, stamp and store your stock. HMRC approval is for businesses that make or import vaping products, or store them in duty suspension; businesses that only buy, sell or distribute duty-paid stock don't need to apply. If you also make or import stock yourself, you'll need your own, and HMRC asks for at least 45 working days to process an application.
Yes, on our own approved premises, as part of production. The 18 × 42mm stamp goes on the outermost retail pack and must seal it. Transitional stamps can be bought until 30 November 2026 and applied until 31 December 2026; from 1 January 2027 only digital stamps can be applied.
Yes. Our bonded warehouse is approved for duty-suspended storage, so duty falls due as we release stock to your orders rather than on the whole run at once. The amount of duty stays the same: only the timing changes.
Yes. We offer contract (OEM) manufacturing to your specification, co-packing with your own flavour concentrates, and toll manufacturing, where you use a single service such as filling, labelling or compliance.
It depends on the product, the container and the route. Tell us your volumes in the form and we'll quote against them, including what changes at higher volumes.
Yes. Our compliance team prepares and submits notifications for nicotine e-liquids, alongside TRPR and CLP labelling and safety data. The MHRA's published list shows 1,543 products notified with Xyfil as the submitter (October 2026). We also work on compliance for EU and Middle East markets.
Yes, through four routes: UK stamping and finishing for part-finished goods, duty stamping only for retail-ready goods, import representation, and overseas stamping under a bank guarantee if your own factory holds HMRC approval.
NDAs as standard. Recipes are held under pseudonyms with encrypted records, so production works from a code rather than your brand name.
No. We manufacture for businesses only. If you've bought a product we made, you can check it's genuine or report a side effect.
